Wisconsin - The Last Station to Freedom When Wisconsin became a state in 1848, its progressive position on issues of human rights and its active participation in the anti-slavery movement were already well known throughout the nation. As a consequence, African Americans came to Wisconsin seeking freedom, security, education and an opportunity to earn a livelihood.
